This report aims at giving an overview of the HERE activities carried out in 2015 and proposing recommendations for the future development of the HERE scheme. It includes a number of best practice examples, which will hopefully inspire HEREs, NEOs and Ministry representatives when planning their HERE activities for the coming years. Moreover, it should contribute to increasing the visibility of the HERE activities in the Partner Countries and promoting higher education reform among different stakeholders.
