This Activity Report provides an overview of the activities implemented in 2024 within the framework of the Higher Education Reform Experts (HERE) network.
In 2024, the HERE network continued to contribute to the modernisation and reform of higher education systems across partner countries in in countries neighbouring the European Union (Western Balkans, Central Asia, the Eastern Partnership, and the South Mediterranean). Activities were implemented in line with national HERE Annual Work Plans and aligned with broader European higher education priorities, including the Bologna Process, quality assurance, internationalisation, digital transformation, sustainability, inclusion, micro-credentials, and university–society engagement.
The 2024 programme included:
Technical Assistance Missions (TAMs) organised at national and regional level;
Study visits hosted by European higher education institutions;
Thematic seminars and virtual events;
The SPHERE Annual Conference;
Networking meetings;
Preparation of a thematic publication under the SPHERE framework.
These activities aimed to strengthen peer learning, promote policy dialogue, support institutional capacity building, and facilitate the exchange of practices between HERE countries and European partners.
This report summarises the main actions carried out during the year, highlights key thematic trends and participation levels, and provides an overview of how the HERE network continues to serve as a platform for reform-oriented cooperation within the Erasmus+ Networks Platform.
