As part of developing the Higher Education Interoperability Framework (HEIF), several stakeholder and technology organisation collaborated to make a proposal for a Multi-Stakeholder Coordination Group. The European Commission convenes the group under the umbrella of the EDEH.
The EDEH consortium provides secretarial support for operation of the Multi-Stakeholder Coordination Group.
Tasks
The Coordination Group has the following tasks:
- Discuss priorities for interoperability and agree a resulting work programme
- Feed their members’ perspectives into the EDEH interoperability work
- Disseminate information about the HEIF and the Coordination Group’s activities amongst its members
- Follow the work of TFs and consider interim reports/updates
- Validate the public results of the TFs
- Discuss further needs for standardisation and alignment
Composition
The Coordination Group includes:
- Technology organisations: European, international, or multi-national organisations that manage key sector-specific standards or infrastructure. This includes public bodies, networks, federations and EdTech industry associations.
- Education stakeholder organisations: European representative organisations of key stakeholders, such as students, higher education institutions or European University alliances.
- European Commission: Directorate Generals (DGs) and units that are responsible for sector-specific standards or infrastructure, including the European Student Card Initiative (ESCI), the European Learning Model (ELM) and European Digital Credentials for Learning (EDC).

- DG for Employment, Social Affairs and Inclusion (EMPL)
- Unit B3 – for the European Learning Model (ELM) and European Digital Credentials for Learning (EDC)
Meetings
The Coordination Group is chaired by the European Commission and facilitated by the EDEH Consortium.
Meetings are convened at least quarterly. The notes of the Coordination Group meetings are public and can be found below.
