As the Jefe de la Oficina de Asesoría Jurídica at the Superintendencia Nacional de Educación Superior Universitaria (SUNEDU), Carlos Fernando brings not only deep legal and institutional expertise, but also a strong commitment to internationalizing higher education in Peru.

Expanding Awareness: Meeting with Universidad de San Martín de Porres (USMP)
One of the highlights of Carlos Fernando’s outreach efforts took place on January 27, 2025, during a strategic information session at the Universidad de San Martín de Porres (USMP). The session brought together a multidisciplinary team of academic leaders, including:
- Lic. Celinda Acosta Galli, Head of Public Relations and Institutional Image
- Dr. Annie Farfán Sam and Dr. José Garay, Faculty of Human Medicine
- Dr. Carlos Adolfo Bernal Ortiz, Faculty of Engineering and Architecture

The meeting focused on several key objectives:
- Assessing awareness of Erasmus+ among USMP staff
- Disseminating accurate information about the program’s scope, opportunities, and benefits
- Presenting a new SUNEDU website initiative, which will soon include a dedicated Erasmus+ section for greater accessibility
From this discussion, several tangible initiatives emerged:
- Creation of an Erasmus+ Information Guide, tailored to Peruvian academic institutions
- Planning of workshops and events, both virtual and in-person, to raise awareness and engagement
- Fostering partnerships with Peruvian universities that have previously participated in Erasmus+, to share best practices and success stories
These concrete steps reflect Carlos Fernando’s pragmatic and inclusive approach, focusing on building sustainable Erasmus+ knowledge within universities themselves.
Diplomatic Synergy: Coordinating with the EU Delegation
To amplify the Erasmus+ Programme’s national visibility, Carlos Fernando also held a strategic meeting on April 10, 2025, with members of the European Union Delegation in Peru, including:
- Narcisa Vladulescu, Head of the EU Political Section
- Ximena Sierralta, EU Political Advisor
The primary objective of this meeting was to strengthen coordination between SUNEDU and the EU Delegation to ensure Erasmus+ initiatives reach broader audiences, particularly in regions of Peru that may be less familiar with international academic opportunities.
This collaboration signals a shared vision: making Erasmus+ a tool of inclusive internationalization, ensuring that all Peruvian students and institutions—regardless of geography or size—can access the benefits of global education.
