GENERAL INFORMATION

TAM title: Designing Curricula for Dual Studies: EU Experience

Participants: A total of 97 participants attended the workshop (68 on day one and 29 on day two), representing 27 organisations, mainly Jordanian higher education institutions, alongside representatives from accreditation bodies, government entities, HEREs, NEO staff, and one EU expert.

KEY OUTCOMES

During the workshop, participants:

  • Developed a clearer understanding of European Dual Studies models and their key curricular and structural elements.
  • Examined European case examples illustrating the integration of academic learning with workplace-based training and company involvement.
  • Strengthened their capacity to design Dual Studies curricula, including conceptual design, document production, and assessment approaches.

 

OVERVIEW

The two-day workshop included presentations, moderated discussions, group work, and round table discussions addressing the structure, formats, and key components of Dual Studies, including curriculum alignment, assessment approaches, and the integration of academic and practical learning. European case examples were presented to illustrate how Dual Studies programmes are designed and implemented in practice.

The programme combined conceptual input with interactive elements. Participants worked in groups on curriculum design processes, identified challenges and sensitive topics for Dual Studies implementation, and discussed company involvement and governance aspects. The second day focused on document production, assessments, and contextual adaptation of Dual Studies to Jordan, concluding with discussions on conclusions for curricula design and overall reflections on applying European experience in the Jordanian higher education context.

 

THE FOLLOW UP ACTIVITY

Title of the activity: Development and dissemination of a roadmap for advancing dual studies in Jordan

Dates: May 2025

Audience: Representatives of the Ministry of Higher Education and Scientific Research, higher education institutions, vocational education and training providers, private sector organisations, and stakeholders involved in dual education and skills development.

Description: The follow-up activity consisted of the development of a comprehensive roadmap aimed at advancing dual studies in Jordan. The document builds on the outcomes and recommendations of the Technical Assistance Mission and provides a structured framework for strengthening the integration of academic learning and workplace-based training. The roadmap outlines key strategic priorities, including the establishment of supportive policy and regulatory frameworks, the strengthening of partnerships between higher education institutions and industry, and the development of quality assurance mechanisms tailored to dual study programmes. It also identifies implementation steps to enhance the relevance of higher education to labour market needs and to support skills development aligned with economic priorities. The roadmap was shared with national authorities, higher education institutions and key stakeholders to support coordinated action and to facilitate the implementation of dual study models in Jordan.

 

ENHANCING IMPACT: PROPOSED NEXT STEPS

  • Develop a national action plan and framework to support the systematic introduction of Dual Studies in Jordan.
  • Strengthen coordination and collaboration between higher education institutions and employers from both the private and public sectors.
  • Increase awareness and understanding of Dual Studies across society and among key stakeholders.
  • Review and adapt educational outcomes to better respond to labour market and economic needs.
  • Encourage universities to explore applied science approaches, including the recruitment of practicing professors.
  • Promote modularisation of study programmes to facilitate the transition to Dual Studies.
  • Improve permeability between vocational education and higher education pathways.
