Participants: A total of 111 participants took part in the seminar, with 42 attending in person and 69 participating online. The event brought together managers of higher education institutions, national experts, policymakers, academic staff, and students from Algerian HEIs, alongside representatives of the Ministry responsible for higher education and members of the HERE network, with contributions from invited experts from Algeria, Lebanon, France, and Belgium.

During the workshop, participants:

- Reached consensus on the importance of aligning qualifications with labour market needs and international standards
- Contributed to discussions on a phased national roadmap for NQF implementation

OVERVIEW
The two-day seminar aimed to support Algeria in advancing the development and implementation of a National Qualifications Framework aligned with international standards and responsive to national priorities.
The programme combined keynote presentations, thematic sessions, panel discussions, and structured Q&A exchanges. International and regional perspectives were presented alongside national contributions, enabling participants to examine the strategic role of an NQF in modernising higher education, improving qualification transparency, and strengthening links with the labour market. The seminar concluded with a collective discussion on next steps and the drafting of an initial roadmap for NQF implementation in Algerian higher education.
THE FOLLOW UP ACTIVITY
Title of the activity: Follow-up Meeting on the Development and Implementation of the National Qualifications Framework (NQF)
Dates: 15 July 2025
Audience: The follow-up meeting brought together members of the Algerian National Committee responsible for the development and implementation of the NQF, Higher Education Reform Experts (HEREs), an EU expert (Sjur Bergan), and representatives of the National Qualifications Framework Committee from Lebanon.
Description: The follow-up activity consisted of an online stakeholder meeting organised by the National Erasmus+ Office in Algeria, building directly on the TAM held in Algiers on 2–3 July 2025. The meeting convened the focus group established during the TAM together with the national committee in charge of the NQF to ensure continuity between expert input and policy implementation.
The primary objective was to review and discuss the TAM recommendations, define a national roadmap for the implementation of the NQF, and explore future developments, including links with recognition of prior learning (RPL) and micro-credentials. The exchange with Lebanese counterparts provided comparative insights based on their experience with qualifications frameworks.
The meeting contributed to clarifying how the TAM outputs will be integrated into the national NQF strategy to be validated by the Ministry of Higher Education and Scientific Research (MESRS) and identified next steps for sustained policy development, including the preparation of a future Erasmus+ CBHE project to support NQF implementation.

- Establish centralised national governance of the NQF under the MESRS.
- Ensure broad stakeholder involvement in NQF development and implementation.
- Align the NQF with international, competence-based standards.
- Integrate Recognition of Prior Learning (RPL) into the NQF framework.

- Adopt a phased national roadmap with monitoring and evaluation mechanisms.
