Participants: The event gathered between 30 and 40 participants per day, including academic staff, middle and senior higher education management, and specialists supporting digital teaching and learning from various Jordanian higher education institutions. In total, 58 participants from 22 organisations took part, representing public and private universities, e-learning centres, AQACHEI, the Ministry of Education, and NEO Jordan.

OVERVIEW
The two-day virtual seminar focused on enhancing e-learning in Jordanian higher education institutions by drawing on EU experience and best practices. Day 1 provided an overview of the current state of e-learning in Jordan, followed by inputs from the European expert on effective e-learning centres, didactic approaches, and strategies for participant engagement in online settings. The seminar adopted a highly interactive “show, not tell” approach, integrating demonstrations of digital tools and active participation from attendees.
Day 2 deepened the discussion through moderated breakout sessions exploring pedagogical approaches, staff capacity-building, and student engagement. Participants exchanged perspectives on emerging trends in digital teaching—including AI—and considered practical steps for adapting EU models to the Jordanian context. Group reflections and shared insights supported the identification of future needs and directions for strengthening e-learning nationally.
THE FOLLOW UP ACTIVITY
Title of the activity: Online webinar presenting the future of e-learning and the capacity-building needs identified for Jordanian HEIs, with actionable recommendations for institutional planning.
Dates: 22 December 2024
Audience: A total of 49 participants from 26 organisations attended, including 36 representatives from 16 Jordanian HEIs (9 public and 7 private universities). Additional participants came from the Ministry of Education, a secondary school, the Vocational Training Corporation, two NGOs, two other organisations, AQACHEI, 2 HEREs, and 3 NEO staff.
Description: The webinar was designed as a follow-up to the TAM and the NEO’s survey, building on the training needs and expertise gaps identified by participants regarding the advancement of e-learning in Jordanian higher education institutions (HEIs). Its purpose was to deepen understanding of future trends in e-learning, explore the capacity-building needs of staff and students, and equip HEIs with the insights necessary to design effective institutional development plans.
The session combined HERE-led presentations on emerging e-learning trends with discussions on practical approaches to strengthening digital teaching and learning. Interactive Q&A segments allowed participants to raise institution-specific challenges and clarify implementation needs. By outlining the essential institutional capacity-building initiatives and aligning them with national e-learning strategies, the event provided a solid foundation for future projects aimed at addressing the identified training, skills, and infrastructure gaps across Jordan’s HEIs.
ENHANCING IMPACT: PROPOSED NEXT STEPS
- Strengthen national and institutional frameworks by engaging higher education leadership and developing clear, unified policies and standards for e-learning, including quality assurance and blended learning guidelines.
- Invest in digital infrastructure and accessibility, ensuring reliable connectivity and equitable access to e-learning tools, particularly in underserved or rural areas.
- Develop comprehensive staff and student training programmes to build digital competencies, enhance didactic skills, and support effective online and hybrid teaching.
- Promote state-of-the-art pedagogical and didactic practices, with a focus on student participation, engagement, and inclusive teaching approaches.
- Prepare institutions for the impact of Generative AI by reviewing risks and opportunities and developing coordinated institutional or cross-institutional strategies.
- Establish collaboration and knowledge-sharing networks among higher education institutions, private sector stakeholders, and international partners to disseminate good practices.
- Implement internal follow-up measures, such as workshops, action plans, and monitoring systems, to ensure sustainability and practical adoption of e-learning improvements.
