Participants: The event brought together administrative staff and professors from HEIs across Algeria’s three regional conferences, delivered in a hybrid format with 42 participants on-site and 41 online. It also included international participation from the University of Lyon 2 in France.

OVERVIEW

The workshop focused on strengthening understanding and capacity within Algerian higher education institutions on the design, implementation, and management of joint, dual, and double degree programmes. Over two days, participants explored key concepts, terminology, international formats, and the motivation behind developing such programmes as a tool for internationalisation. Through presentations, case studies, and discussions, the event provided concrete guidance on developing successful joint programmes and examined the institutional conditions, legal frameworks, and practical requirements needed for their implementation.

The seminar also showcased European and Algerian experiences, enabling participants to reflect on opportunities and challenges specific to the Algerian context. The event concluded with an open discussion on necessary reforms and the drafting of a roadmap to support the national strategy for joint programme development, with a focus on quality standards and accreditation.

 

THE FOLLOW UP ACTIVITY

Title of the activity: WEBINAR on: Joint, Dual and Double Degrees/ Programmes in Algerian Higher Education

Dates: 27 June 2024

AudienceThe webinar brought together a broad representation of HEIs, including vice-rectors for external relations, teaching, and post-graduation and research, directors of higher schools, deputy directors for cooperation, and national and regional CBHE focal points. A total of 97 representatives from the three Regional Conferences and the HEREs registered, with 62 participants attending the full session.

Description: The follow-up meeting focused on reviewing the outcomes of the May TAM on implementing joint programmes in Algerian higher education. EU expert Ulrike Krawagna guided the discussion, clarified key concepts, and responded to participants’ questions as the group examined the main results and recommendations from the workshop. Institutions expressed strong interest in launching joint programmes, leading to a proposal to create a focus group tasked with drafting a roadmap for the Ministry of Higher Education. Initial steps will involve identifying suitable bilateral formats that align with national regulations and prioritising master’s programmes in areas of national importance. The expert also shared practical tools and documents, including examples from European university alliances, to support the next stages of development.

 

ENHANCING IMPACT: PROPOSED NEXT STEPS

  • Adapt the legal framework to allow the development, joint management, and co-awarding of joint and double degrees with international partners.
  • Establish a national funding mechanism to support international mobility and curricular collaboration needed for joint programmes.
  • Apply or align with the European Approach quality criteria to guide accreditation and ensure high standards for joint programmes.
  • Start with smaller international components (e.g., joint courses, virtual exchange, blended intensive programmes) as stepping stones to full joint degrees.
  • Strengthen institutional capacity through training for academic and administrative staff on curriculum development and international programme design.
  • Facilitate mobility through improved visa processes and complementary financial and logistical support for students and staff.
  • Promote networking and partnerships by building on existing collaborations and creating opportunities to connect with potential international partner universities.
