KEY OUTCOMES

During the workshop, participants:

  • Gained a clear understanding of the main components of the transfer of technology system and how to manage the complexity of the ecosystem within the missions of each identified involved stakeholder.

  • Understood the importance of entrepreneurship capacity building to support and activate technology transfer, including programme models and implementation processes that foster entrepreneurial behaviour.

  • Identified ways to leverage research results to meet market needs through spin-offs, while understanding the compliance requirements and regulations necessary to ensure secure and sustainable processes.

 

OVERVIEW

The two-day workshop on the Technology Transfer Ecosystem was structured around three phases: learning from international best practices, assessing the current national situation, and beginning to design an Algerian roadmap. Partners from Thailand, Hungary, Colombia, and France presented their models to inspire, rather than replicate, approaches for Algeria. The seminar brought together participants from Oran, Algiers, and Sétif, who actively engaged in discussions. A presentation by the Ministry on the existing ecosystem generated strong interest and valuable exchanges. The event underscored the central role of universities in fostering entrepreneurship, innovation, and the valorisation of research through spin-offs and technology transfer centres. An interactive, example-based approach kept participants engaged throughout, and despite a brief technical issue at the start, the seminar was considered highly effective.

 

 

THE FOLLOW UP ACTIVITY

Title of the activity: Online follow-up meeting with stakeholders 

Dates: 29 April 2024

Audience130 participants

Description: The follow-up meeting brought together representatives from higher education institutions across Algeria’s three regional conferences—Eastern, Western, and Central. Its main objective was to present and discuss the results and recommendations from the TAM workshop held on 13–14 March at USTHB on developing entrepreneurship ecosystems in HEIs.

Around 130 participants attended, including vice-rectors, directors, CBHE referents, and heads of incubators and startup units. Many institutions expressed their intention to begin establishing their own entrepreneurship ecosystems.

A focus group of HEI representatives was proposed to draft a roadmap for the Ministry of Higher Education, with the national HERE team and NEO invited to contribute through upcoming seminars. The next steps include creating a government monitoring framework and a communication plan to support the implementation process.

 

ENHANCING IMPACT: PROPOSED NEXT STEPS

Recommendations for HE reforms in Algeria: 

  • Establish a monitoring plan of the Government framework.

  • Establish clear communication plan from the starting project to the deployment fields.
