This publication, The Greening of Higher Education in the Western Balkans, Neighbourhood East and South, and Central Asia Regions: Strategies, Perspectives, Actions, examines the steps taken by national higher education systems to address the mitigation of, and adaptation to, climate change. The integration of environment and higher education policies at national level varies extensively, from a high degree of articulation to a near or total absence of cross-reference. While many universities are geared to the needs of the green labour market, in some systems they may be typical, in others they are outliers. Green curriculum development and research are in evidence, but nowhere is greening a discrete strand of national quality assurance policy. The Paris Agreement makes gender a cross-cutting priority and gender awareness is generally high. This report urges policy coherence and climate-related interventions which benefit society at large. Universities have varying degrees of autonomy, but they are dependent on national regulatory frameworks and on the support of internal and external stakeholders. The report’s recommendations indicate the measures necessary to bring national strategies for environment and higher education into effective synergy.
