In a context marked by rapid technological change, climate-related risks, demographic pressures, and ongoing geopolitical uncertainty, skills development is increasingly recognised as an important contributor to economic participation, institutional resilience, and social stability.
This publication examines the role of the Erasmus+ Programme (2021–2027) as one of the European Union’s main instruments for supporting skills development and institutional co-operation in third countries not associated to the Erasmus+ Programme, with particular attention to Sub-Saharan Africa, Asia, Latin America and the Caribbean, the Pacific, and the Middle East. Based on evidence from post-2020 implementation, the analysis suggests that Erasmus+ engagement in these regions extends beyond individual mobility opportunities. Through a combination of capacity-building actions, co-operation projects, and targeted mobility schemes, the programme contributes to gradual improvements in human capital development, institutional practices, and the alignment of education systems with labour-market and societal needs. Rather than producing uniform outcomes, Erasmus+ interventions tend to operate incrementally, reflecting diverse regional contexts and institutional starting points.
