This national policy review provides a detailed analysis of Madagascar’s educational policies and their alignment with the Erasmus+ programme. Education Sector Plan
The last significant policy affecting international credit mobility in Madagascar is the EducationSector Plan from 2018. Over the past three years, no further actions have been taken in this area. Madagascar has faced several challenges in higher education and offers solutions to address them. The policy highlights international credit mobility as crucial for improving education quality and increasing graduates’ employability.

REUNIONProgramme
The REUNION Programme aims to foster cooperation in areas such as training, research, and mobility to boost the competitiveness of islands in the Indian Ocean region. Key sectors include sustainable
development, climate change, renewable energy, food security, health, and the humanities. Inspired by the Erasmus+ program, REUNION is the first large-scale, multilateral supervised mobility program in the region, benefiting students and staff from universities across the Indian Ocean. It seeks to enhance skills and qualifications by encouraging greater mobility and exchange between countries in the region.

DBNE: National and External Scholarships Department of the Ministry of Higher Education and Scientific Research
The National and External Scholarships Department (DBNE) of the Ministry of Higher Education and Scientific Research is responsible for managing and overseeing all scholarship-related matters, both nationally and internationally. It works closely with universities and public higher education institutions, handling study grants, financial aid, and subsidies to support students in their academic pursuits.

The African Students and Alumni Forum (ASAF) is a platform for African students, alumni, and professionals who have received international mobility grants funded by the European Union and the African Union.
It provides opportunities for members to exchange ideas, collaborate, and engage in capacity-building initiatives. ASAF is run by its members on a voluntary basis and is funded by the European Union, with management in close collaboration with the African Union.
