Pascal Ngwangu Ngwankasi

Pascal Ngwangu Ngwankasi is a PhD candidate at the Doctoral School of the University of Kinshasa and holds a Master’s degree in Territorial Management and Development, specialising in Spatial Planning, from the University of N’Djamena. His professional background combines academic expertise with hands‑on experience in public policy and institutional reform in the Democratic Republic of the Congo.
He has supported territorial planning reform through programmes financed by CAFI and implemented by UNDP via FONAREDD, focusing on infrastructure and spatial governance. He has also held senior advisory roles within ministerial cabinets, including as Technical Adviser to the Minister of State for Spatial Planning and Administrative Adviser to the Minister of State for Relations with Parliament, alongside research and analytical roles linked to territorial planning reform.
In parallel, he has contributed to higher education as a Teaching Assistant at the University of Kinshasa and to research through publications and ongoing work on urban growth and housing in Kinshasa, ancestral Chokwe writing systems, political and moral philosophy (including Immanuel Kant and Jürgen Habermas), and the role of forests in peacebuilding and efforts to combat deforestation in the DRC.

Cameroon
Theophilus Nang Wakai – Co‑Ambassador
Theophilus Nang Wakai is completing a PhD in Biochemistry and Pharmacology at Covenant University, Nigeria, with research focused on the impact of malaria on accelerated ageing in endemic African populations, particularly immune deterioration and vaccine development. He holds an MSc and BSc in Biochemistry from the University of Bamenda, Cameroon, and has complemented his academic training with additional short courses and professional training programmes.
He currently works as a Research Assistant in the Malaria Research Cluster at CapIC‑ACE (a World Bank‑funded programme hosted at Covenant University). His professional background includes teaching and leadership roles in Cameroon, and he has authored peer‑reviewed publications on malaria, ageing biology and immune regulation, alongside broader leadership and community engagement within international networks.
During his Erasmus+ International Credit Mobility (ICM) period (February-July 2019) at Adam Mickiewicz University, Poland, he conducted research within the Department of Ecophysiology (Faculty of Biology), strengthening his research skills, international network and cross‑cultural academic experience.

Riscard Madal – Co‑Ambassador
Riscard Madal is a Central African professional specialising in education and digital transformation and currently serves as Director of a university Multimedia Resource Centre. He leads digital transformation initiatives aimed at modernising teaching and strengthening students’ digital skills.
A graduate of the Erasmus Mundus programme at the University of Lille (France, 2015-2017), he gained international experience and a comparative understanding of education systems, which he applies to developing innovative approaches aligned with current digital needs.
He contributes to promoting Erasmus mobility and strengthening youth capacity in Central Africa. As an ASAF Co‑Ambassador, he supports the promotion of EU opportunities and works to improve access for students.

Chad
Roumane Moukhtar – Co‑Ambassador
Roumane Moukhtar holds a PhD in Food Science and Nutrition from the Université de N’Djamena in Chad.
She was awarded the AFIMEGQ scholarship, which enabled a mobility period in Dakar at Université Cheikh Anta Diop de Dakar, Senegal, where she completed a Master’s degree in Population and Development.
She is currently an assistant lecturer at Université Adam Barka d’Abéché and President of the Association des femmes pour le développement. She also studied nutrition at Université Abdou Moumouni de Niamey, Niger, where she obtained a second Master’s degree.

Republic of the Congo
Missie Griaque Gustave – Co‑Ambassador
Missie Griaque Gustave is a Congolese geographer with an academic background spanning human and economic geography, territorial analysis and public policy. He pursued multiple degrees at Université Marien Ngouabi (Brazzaville) and later completed a doctorate in Governance and Regional Integration through the Pan‑African University / University of Yaoundé II Soa (Cameroon), funded by the African Union Commission and the African Development Bank.
He also completed an Erasmus+ Master’s programme in History (TPTI: Techniques, Patrimoine, Territoires de l’Industrie — history, valorisation and didactics) via Université Paris 1 Panthéon‑Sorbonne, with academic mobility periods at the Universities of Padua, Italy, Évora, Portugal, and Puebla, Mexico. His professional experience includes teaching geography and spatial planning at Université Marien Ngouabi and undertaking fieldwork on industrial heritage and landscapes during an internship at the University of Puebla.
His research and publications address themes such as landscape perception, local governance and the management of local development public policies, and the links between natural heritage and local development, supported by merit‑based scholarships including Erasmus Mundus and African Union doctoral funding.
