Head of team
Dr Cosme Zinsou Odjo
Benin
Dr Cosme Zinsou Odjo is the Head of the OCEANS projects team. He is a TVET consultant, researcher, and development specialist with over seven years of experience in project management, employability training, and international programme coordination. He holds a PhD in Governance and Regional Integration (TVET and Youth Employability) from the Pan African University Institute (PAUGHSS), Cameroon, an M.Ed. in TVET from Kathmandu University, Nepal, and advanced degrees in English Didactics from the University of Abomey-Calavi, Benin.
Founder and CEO of the Benin TVET Centre (BTC), he has collaborated with UNESCO-UNEVOC, the National Employment Agency of Benin, SNV Benin, and Erasmus+ networks, contributing to inclusive TVET research and youth employability initiatives and continuing professional development.
Since joining the OCEANS Network in 2021, he has served as Head of Community Development (2022–2023) and currently as Head of the Project Department (2026–2027). His publications span employment policy, TVET integration, and quality assurance in Africa, with articles in leading international journals. Fluent in French and English, he is committed to advancing skills development and youth empowerment across Africa and beyond.
